China’s water stress set to worsen with transfer initiatives

New research paints a grim picture for the future of China’s water supply, as its booming economy continues to heap pressure on its natural resources, according to scientists at the University of East Anglia (UEA), the University of Leeds and other international institutions.

Research published in the Proceedings of the National Academy of Sciences (PNAS) compiles for the first time a full inventory of physical water transfers and ‘virtual’ water redistribution via trade between China’s provinces.

The study determined that water stress is only partially mitigated by China’s current two-pronged approach: physical water transfers to water-depleted regions, including the major South-North water transfer projects, or the ‘virtual’ water embodied in traded products between regions and countries.

Moreover, the efforts are exacerbating water stress for China’s poorer water-exporting regions, with virtual water transfers accounting for more than one-third of the country’s national water supply. Up to 65 per cent of the water supply in some provinces is earmarked for virtual water redistribution, to be used for infrastructure and for producing exports.

Until China significantly improves its water use efficiency and addresses the impact its expanding economy is having on its natural resources, the situation will continue to deteriorate, the researchers conclude.

An international effort led by the Beijing Forestry University (China), UEA and Leeds (UK) and the University of Maryland (US), the research analyses data from 2007 and looks ahead to China’s water distribution plans in 2030.

Water stress is likely to become more severe in the main water-exporting provinces, based on policy initiatives aimed at boosting development in wealthier regions to meet consumption demands.

Prof Dabo Guan of UEA’s School of International Development said: “China needs to shift its focus to water demand management instead of a supply oriented approach if it is going to seriously address the overwhelming pressures on its water supplies.

“China’s current transfer programme is pouring good water after bad: the problems of water-stressed regions aren’t being alleviated and the provinces sharing their water are suffering greatly.”

Prof Guan, professor in climate change economics, together with his colleague, Prof Martin Tillotson of Leeds, published research in 2014 showing 75 per cent of China’s lakes and rivers and 50 per cent of its groundwater supplies are contaminated, the result of urban household consumption, export of goods and services and infrastructure investment.

Prof Tillotson, chair in water management and director of water@leeds, said: “Even allowing for future efficiency gains in agricultural and industrial water consumption, China’s water transfers are likely to be insufficient to offset increased demand due to the effects of economic and population growth.

“A much greater focus needs to be placed on regulating or incentivising reductions in demand-led consumption.”

After a Decade Of Spewage, Notorious F-35 Nay-sayers Are Still Dissembling

Pierre Sprey’s screeds are notorious among aviation and intelligence professionals.  Usually he leaves a twisted wreck of disassociated facts and opinions in his wake that is almost too daunting a task to attempt to substantively address, due to the amount of correction typically needed.  Here is a fine example of a reasoned treatment of parts of one of his latest diatribes, written by Tyler Rogoway on or about 20 Jun 14, in response to an interview by Pierre Sprey on Canadian TV back around 19Mar14 regarding the F-35.

Pierre Sprey’s Anti-F-35 Diatribe Is Half Brilliant And Half Bullshit

A video is making its way around the net right now that featuring an interview with F-16 co-designer and king of the 1970’s era “Fighter Mafia,” Pierre Sprey. In it he slams the F-35 in almost every way possible. Sadly, about half of what he says is totally relevant, the other half is totally bullshit.

I am not fond of the F-35 program. I don’t hate the aircraft itself, in fact I hate no airplane, and I do not hate the jet’s manufacturer Lockheed Martin either, but I do hate the asinine philosophy behind the whole Joint Strike Fighter initiative in the first place. That said, the F-35 “question” is not a simple one, especially at this point in its seemingly never-ending development process.

The point of this article is to go through some of the largely superficial things Mr. Sprey says in regards to the F-35, not in an effort to support the F-35 program, but to at least continue in my quest to clear away the gallons of bullshit that persistently block a clear vision into what has become the most expensive weapons acquisition in the history of mankind. 

Mr. Sprey’s opinions on the F-22, F-35 and many other weapons platforms that came before them have been passed around for years, if not decades within the aerospace and defense community. There is no doubt about it, Mr. Sprey is a controversial figure, and I do enjoy listening to him largely for entertainment purposes. I do agree with some of what he says, at least at face value, but he quickly loses credibility because by and large he is like a used car salesman, he only shows you what he wants you to see.

With this prologue in mind, below are the points in the video that I find very misleading in what is an already overtly broad, light on facts, and highly anecdotal interview.

1:10- The F-15 Is Loaded Up With A Bunch Of Junk… A Bunch Of Electronic Stuff That Has No Relevance To Combat

The F-15 is the most successful modern air-to-air fighter in existence and it has remained relevant and in production longer than the F-16 has. Sprey’s idea that the F-15 Eagle is a big turkey stuffed with frivolous things like a “big radar” and two engines is laughable. The Eagle’s massive radar aperture allows for it to detect, and in some cases to engage enemy fighters well before they can detect and engage the Eagle. This is a very big deal when it comes winning in beyond visual range air-to-air combat, and with the recent upgrade to the APG-63V3 AESA radar the F-15 packs the most powerful and capable fighter radar in operational service anywhere on the globe.

Regardless of its size, F-15’s high thrust-to-weight ratio allows for it to compete with lighter fighters in the within-visual-range fight. This is especially true when tailored tactics are employed by the Eagle’s pilots that exploit the big jet’s (about the size of a tennis court) unique attributes when opposing fighters that were designed for high-g sustained turns in the lateral plane at lower altitudes, or low-speed high-alpha maneuvers. Additionally, the F-15’s large size allows it to stay in the fight long after an F-16 or F/A-18 has hit bingo fuel state and returned to base. The F-15 also commonly carries double the payload of air-to-air missiles and ammunition than any light or medium weight fighter in US inventory.

Then there is the undeniable combat record of the Eagle, yet Mr. Sprey seems to think that the F-15 is a loser even after four decades of incredible success, not to mention the fact that it has never been bested in air-to-air combat and retains a kill ratio of 105.5 to 0. This denial of clear historical reality is a startling indication that Mr. Sprey may be living in the 1970s when it comes to air-combat doctrine, or maybe he simply does not want to admit that his stripped down, all super-maneuverable light-weight visual fighters or nothing initiative was not the right path for America’s air combat forces after all.

The fact is that the F-16, the same aircraft that Mr. Sprey is said to have had such a great input into during its genesis, has gained thousands of pounds in avionics, targeting pods, fuel tanks and other “frivolous junk” continuously since its introduction into service and some see this as a testament to how inaccurate his light-weight fighter prophesies of the 1970s were.

Mr. Sprey’s views are questionable considering that the F-15 remains more deadly than ever even after forty years of continuous service in the USAF, not to mention that its even more complicated and heavy brother, the F-15E Strike Eagle, is the most all-around useful machine that the USAF has in its inventory. Additionally, the F-15 Strike Eagle derivatives are still thought of as one of the top-of-the-line fighter aircraft available on the world market today.

Bottom-line, the idea that Mr. Sprey still thinks the F-15 is a dog when every metric and battle has proven him otherwise is more indicative of a character flaw than an argumentative one.

2:00- ‘As Soon As You Go To Design A Multi-Mission Airplane You’re Sunk’

Once again, what decade is this man living in? Wildly successful fighter aircraft are capable of both air-to-air and air-to-ground missions, including his own baby, the F-16 Viper, along with the Hornet Series and what became the F-15 Strike Eagle, just to name some American examples. Even the F-14 Tomcat ended up being as good of an attack aircraft as it was an interceptor even though it was never originally designed to do the precision bombing mission. Also, some of Europe’s best fighter aircraft were purpose built to be multi-role aircraft, and they also retain incredible speed and maneuverability for the air-to-air role. Specifically, the Dassault Rafale and the Swedish Gripen come to mind.

Sure, having key purpose-built aircraft like the A-10 for the uniquely challenging job of precision close air support, or stealthy aircraft such as the F-117 for deep strike missions makes great sense, but for the vast majority of missions an air force will face a multi-role fighter gets the job done just fine. Also, having robust multi-mission capabilities designed into a single aircraft is certainly highly relevant on today’s economically cash-strapped battlefield, especially for smaller air arms who cannot afford an A-10 or a dedicated low-observable strike aircraft.

So justifying saving the A-10 from a premature retirement is one thing, but trying to straight-face tell the world that multi-role fighter aircraft are crap is denying the historical successes of these aircraft. Also, the advent of smart munitions has enabled even purpose-built air-to-air fighters to become unbelievably good attack aircraft. And smart munitions, especially the GPS guided variety, has really made this debate irrelevant in the first place as often successful strikes are about the capability of the munition being employed, not the weapons platform that it is being deployed from.

Like most things air combat related, the question of an all purpose-built or all multi-role force is not that simple, or even relevant for that matter. These decisions depend on many factors, one of which is the volatility and unique challenges of each mission set, and another is what types of successful aircraft has an air arm already invested into to satisfy said mission. So just because the US, with its large standing army and commitments abroad should keep its A-10s flying for a nominal cost, it does not mean another nation needs to develop a similar attack aircraft at great cost. Instead, their dollars maybe better used investing in greater numbers of multi-role fighters.

Decades of highly successful multi-role fighter aircraft operations, of which many different designs have been put into service, have proven Mr. Sprey’s statements against multi-role fighter aircraft wrong. We can indeed field excellent fighter aircraft that have both air-to-ground and air-to-air combat in mind, not to mention many other missions, especially considering the advancements of precision air-to-ground munitions and modular sensor systems.

All that being said, we should have drawn the line at including virtually every mission and capability into a single airframe, and especially that of the short takeoff and vertical landing (STOVL) requirement that has horribly dogged the other two, and more numerous versions of the Joint Strike Fighter’s overall design, those being the F-35A and F-35C. Without this damning requirement, the F-35 would probably have been the best fighter ever built, not just in its avionics and sensor fusion abilities, but also in its raw kinematic performance. [Absolutely right on target! — Displacedjim] Still, Sprey’s statement that all multi-role fighter designs are dead end is overly dramatic and borders on totally ridiculous.

3:10- ‘The Marines Have This Mindless Passion Now, Recently, For Vertical Takeoff Airplanes’

Is Pierre Sprey really Doc Brown who traded in his Delorean for a time traveling F-16 that runs on banana peels and flux capacitors?

FACT: The USMC introduced the AV-8A Harrier in 1971 and it has been a mainstay of their air arm ever since.

Much of the Marine’s combined arms combat doctrine is built around a STOVL capable fixed-wing attack platform. So the Marine’s STOVL requirement is not something that is going to go away anytime soon, nor should it, regardless of the F-35 debate.

3:55- ‘The Airplane Is Astonishingly Unmaneuverable… In Dog-fighting It’s Hopeless. You Can Guarantee That A 1950’s design MiG-21 Or French Mirage Would Hopelessly Whip The F-35″

Really Mr. Sprey, the F-35 is “astonishingly unmaneuverable?” Some metrics are available regarding the F-35’s raw performance and by and large most everyone agrees that the F-35 is as maneuverable as an F-16 with a comparable stores load-out, and in many ways the F-35A actually exceeds the F-16’s nimbleness under real world operational circumstances. Most sources, including the test pilot corps flying the F-35 to the extremes of its envelope today, say that the aircraft most closely matches the F/A-18 Hornet in performance, which is no slouch. 

Can the F-16 outperform the F-35A flying totally clean? Most likely, but how many times has an F-16 gone into battle in this configuration? In the last 30 years, never, which makes the while conversation irrelevant and Mr. Sprey’s comments highly inaccurate. Usually the Viper is laden with bombs, missiles, electronic warfare pods, and most importantly, external fuel tanks. Under such conditions the F-35 with same weapons load would skewer a Viper because the F-35 can carry its payload internally.

None of this really matters anyway as the F-35’s helmet mounted sight, sensor fusion and especially its Distributed Aperture System, when paired with the AIM-9X block II, will make drawn out hard maneuvering dogfights largely a thing of the past. [Mehhh, or at least that’s what we hope will happen, and that will likely often be true. — Displacedjim] Even today, with helmet mounted sights such as the Joint Helmet Mounted Cuing System (JHMCS) paired with high-off-bore-sight short ranged air-to-air missiles such as the AIM-9X, ASRAAM, IRIS-T and Python 4, not to mention the grand daddy of them all, Russia’s AA-11 Archer, combat after “the merge” has changed. Advanced avionics and highly maneuverable missiles have become as important, if not more important, than an aircraft’s pure maneuverability, and pilot training is still more important than all of these technological factors combined. Still, in an age when all you have do really do is see your opponent in your forward hemisphere in order to kill them, building super hot fighters, or even fighters at all, is suspect.

Finally, Mr. Spey’s talk of wing-loading as if it were the only factor that dictates an aircraft’s maneuverability is a great simplification of aerodynamics, propulsion and flight control systems, but I will save you the long technical spiel here. The F-35 does have higher wing loading than many other fighter aircraft, but the story is so much more complicated than just that, and Mr. Sprey’s lack of disclosing this reality is an issue.

5:30- ‘It’s A Terrible Bomber… You can put two big bombs inside this thing, which is a ridiculous payload”

I don’t think many people are looking at the F-35 and saying, boy that is one shitty attack aircraft! The fact that it can hold a pair of 2,000lb class weapons and a pair of AIM-120 AMRAAMs internally is one of the F-35A & C models best attributes, along with its unbelievably capable avionics suite and sensor fusion.

Once again, I think Mr. Sprey is living in a totally different era, as a pair of 2,000lb class guided air-to-ground weapons means potentially two massive targets destroyed with close to 100% accuracy, day, night, cloudy or clear.

It is not 1968 anymore, an era where we had to send the better part of an entire Carrier Air Wing after a single strategic target, such as a bridge, in order to hopefully score a direct gravity bomb hit. Guided munitions mean that even a relatively small attack aircraft can obliterate multiple strategic targets on a single mission with great certainty. A pair of 2,000lb class bombs, the heaviest general purpose bombs in the USAF’s inventory which includes the BLU-109 penetrator, is a highly relevant payload for a tactical strike aircraft and was the same as the purpose-built and legendary F-117 Nighthawk.

Although 2,000lb bombs can take down an entire multi-story buildings, smaller munitions that pack a serious punch are the future, and the F-35 can carry many more than two inside of its weapons bays. Even the GBU-39/53 Small Diemeter Bomb has a penetrator version that can take out hardened aircraft shelters and other well armored structures. The F-35 can carry eight of these internally, potentially 12 in the future, which means that it can hit that many targets with great accuracy on a single sortie, all from close to 50 miles away from its target.

The SDB is by no means the only small munition that the F-35 could benefit from, and many others that are even smaller are in the works. By mixing SDBs, JDAMs and even smaller micro-munitions, just a small force of the F-35s, can theoretically take down an entire airfield. Such a scenario was described in my recent piece 7 Things The Marines Have To Do To Make The F-35B’s Worth The Huge Cost:

Loading a dozen or so small GPS guided munitions onto a limited force of F-35Bs, and programming each munition individually with a target located around an enemy airfield, could potentially allow for wholesale destruction of the entire airfield on one single pass by that small force.

The F-35Bs, loaded with their targeting information before the mission is launched, would automatically release each small bomb or missile in a specified order as the jet passes over the target area, allowing for the aircraft’s weapons bay doors to be opened the minimal amount of time possible. So instead of say two, or even four targets being destroyed per aircraft assigned to the mission, with small scale air-to-ground weapons a dozen or more may be struck by each aircraft. In other words, no longer do you need to prioritize just the most pressing “primary” targets for an attack, and then send multiple waves of aircraft to hit each individual aircraft or armored personnel carrier scattered around the target area. Instead, a relatively small force of stealthy aircraft can not only hit the base’s runways and hardened structures with heavier munitions, but every other thing of military value sitting around the field could be destroyed efficiently as well.

When combined with cruise missile attacks on known surface-to-air missile sites surrounding the hypothetical enemy airfield, just a half-dozen or so F-35Bs could not only crater the airbase’s runway, but also take out 16 hardened structures, and 32 small structures, aircraft or vehicles, all on a single sneak attack run (2X F-35B with 2X 1000lb penetrating JDAMs each, 2X F-35B with 8 SDB each, 2X F-35B with 16 small guided munitions each). Not only could those six aircraft provide that much destruction over a single strategic target, but they could also escort themselves in and out of the target area as well as they would still retain a pair of AIM-120 AMRAAMs each.

You simply do not need a massive bomb load like we once did when dumb gravity bombs were our primary form of aerial destruction, and as munitions continue to shrink and the amount of targets that a single F-35 can hit on a single sortie will be outstanding. Even the F-35’s SDB carrying capabilities is already enticing, as is the F-22’s. Also, the F-35 can carry many more thousands of pounds of munitions and fuel tanks if it does so like Mr. Sprey’s F-16 does, and just slings them under its wings, so there is really no value to Mr. Sprey’s “ridiculous payload” argument at all.

6:05- “Stealth Is A Scam, It Simply Doesn’t Work”

Where do I start with this one? Apparently Mr. Sprey tuned out the last 25 years of air combat activities including Desert Storm, Allied Force, Operation Enduring Freedom, Operation Iraqi Freedom, Operation Neptune Spear and Operation Odyssey Dawn, or he just chose not to accept the fact low-observable aircraft performed brilliantly during all those operations and most likely many more that we do not know about.

During Operation Allied Force, a single F-117 was lost due to multiple circumstances, yet this single and uniquely isolated event is in no way some sort of perfect invalidation of low observable technologies. The fact that Sprey would use this example almost singularly for his argument against stealth capabilities is troubling as it is either a sign of a lack of understanding of the technology and its history or it is clear evidence that he is willing to dumb down a very complex issue in order to act as if his views are undebatable and everyone who believes otherwise is silly or a is a scam artist.

The concept of stealth and its closely associated and evolutionary operational doctrine is not just about an aircraft’s shape or what its surfaces are coated with, it is about building a detailed picture of the enemy’s electronic order of battle, then using that information, along with many other types of intelligence, to craft a mission plan and flight path that makes the aircraft as unsusceptible to enemy detection as possible.

Even with an aircraft that has a very low radar cross-section and a fantastic mission plan that is tailored to its particular low-observable strengths and the enemy’s air defense weaknesses, it does not mean that the aircraft will be inherently invisible to enemy radar and other sensors. What it does mean is that the stealth aircraft may only be detectable at much shorter ranges and from a limited number of angles, and just because the jet may be detected momentarily by the enemy, that does not mean that it can be successfully engaged.

So although stealth aircraft are not invisible, they can work far closer to many enemy sensor sites and anti-aircraft emplacements than traditional non-stealthy aircraft can. Thus allowing them to exploit areas where the enemy’s sensor systems have enough reduced detection range that their “threat rings” do not overlap, which could allow the stealthy aircraft in question to safely fly though these gaps. This is precisely why building a very clear and up-to-date picture of the enemy’s electronic order of battle is very important for successful stealth operations.

Modern and highly sensitive electronic support measures (ESM) and radar warning homing and warning receivers (RHWR), such as the ALR-94 on the F-22 Raptor, can actually build this electronic threat picture in real time for aircrews to utilize. This allows for better survivability against “pop up” threats, such as mobile SAM sites and fighter aircraft, as well as allowing mission plans and routes of travel to be safely changed in flight as needed.

The ALR-94, for instance, is so sensitive that it has a much longer range than the jet’s incredibly advanced APG-77 AESA radar system, and it conducts its surveillance passively, by just listening. This allows the Raptor to fight emissions silent and almost totally undetectable, only using its powerful radar for short, hard to detect bursts as needed. Remember, you don’t have to even use your radar to detect a flight of incoming SU-27s if your ESM/RHWR has already detected and triangulated their radar emissions first, and provided a target quality track of their flight so that a missile launch is doable without even turning on the radar.

A powerful on-board ESM/RHWR also allows stealthy jets to become incredible destruction of enemy air defenses (DEAD) aircraft, as their sensitive radar sniffing avionics can produce coordinates for which they can lob Small Diameter Bombs or even a JDAM at. Those coordinates could be a SAM site or maybe a integrated air defense system microwave data-exchange tower. Once again, it can do all this while remaining almost totally undetectable, or at very least unengageable.

Beyond a stealth aircraft’s design, the intelligence gathering that supports it, as well as detailed mission and route planning, stealth greatly benefits, or even requires other support features to exploit its unique attributes even further. These namely being electronic attack, jamming and even hacking of an enemy’s air defense system. When paired with stealth technology, these tactics make the enemy’s already reduced detection capabilities even more pronounced, allowing for stealth aircraft to interdict deeper into enemy territory with a much higher probability of completing their missions unmolested.

When it comes to airframe design, yes, Mr. Sprey has a point about long wave length radar systems being able to detect stealthy fighters that were originally designed to primarily defeat the popular X-band used by many aerial and ground-based tactical radar systems. Large flying wing designs, which do not have small appendages such as fore tail surfaces, are much better suited for broad-band stealth than traditional fighter format low observable aircraft such as the F-35. Unmanned air combat systems of the future will surely also leverage tailless design concepts, along with the Air Force’s next stealth bomber, so that they can better penetrate areas where multiple bandwidths of radar are being used by the enemy.

I have argued that America does not need another stealth fighter at all as we already have the F-22, and the F-35 should have been a manned or unmanned wide-band stealth flying wing design with persistence at the price of decreased maneuverability. If this were to have happened there would not have been an F-35 at all, but I digress, the point is that Mr. Sprey acts like stealth is a failed air combat concept and it certainly is not, both in the present sense and historical sense.

So really, stealth is not just an aircraft’s design it is a concept of air warfare that depends on a cocktail of integrated and scalable capabilities to make it work. Although enemy radars have gotten better at detecting some stealth aircraft, so has this “cocktail” of stealth’s enabling capabilities, and a stealthy airframe remains a main component of this cocktail. With continued investment into evolving and refining this so called cocktail, we will ensure our access to our enemy’s airspace so that we can dismantle their command and control capabilities and air defense network quickly if need be. At which time Pierre Sprey’s F-16s can operate over enemy territory without being blasted out of the sky by an S400 SAM.

So no Mr. Sprey, the F-35 may not be the right aircraft for America, but stealth is not a scam, and people who watched your video interview should be told that, as those powerful words sure came out of your mouth with an immense sense of certainty.

Brilliance Coated In Bullshit?

Pierre Sprey provides and interesting perspective on combat aircraft procurement, and his thoughts on the A-10 and other highly specialized platforms remain relevant on a case-by-case basis. Even many of his views on the F-35 I agree with, including its airframe being handicapped by the STOVL requirement and the absurd costs involved with the jet that obliterates a true high-low capability mix. Yet his inflexible, almost laser like obsession with stripped down, single role light fighters is where his arguments all comes apart.

It is also clear that his decades old arguments have not aged well as the technologies and aircraft configurations he so easily disregards have proven to be fantastic investments for America and our allies. Even his very own F-16 has happily grown into an almost unrecognizable medium-weight multi-role fighter compared to the one he envisioned so many years ago.

Sure, the F-35 may not be a good investment for America, and many would argue that the whole concept bit off way more than its manufacturer, or the US Government for that matter, could chew. But many of Mr. Sprey’s views are built around very generous and convenient assumptions that just don’t hold up. In the end he is an aerospace and defense extremist, and a colorful one at that, but he needs a new bag of tricks to woo over a well informed crowd as the decades old ones he keeps using just aren’t believable or even historically accurate anymore.

Is China’s $23 Trillion Credit Bubble Ready to Pop?

Is the “mother of all bubbles” about to implode? Many analysts have been predicting that China could have its “Lehman Brothers moment” today, on January 31, 2014. Its colossal $23 trillion ($24 trillion by some accounts) in private domestic debt is, say some economists, but a pin-prick away from a devastating banking collapse that would send shock waves across Asian (and then global) financial markets.

Why was/is January 31, which marks the start of the Chinese New Year (the “Year of the Horse”), considered D-Day for the Chinese economy? As Gordon G. Chang explained in a January 19 op-ed for Forbes (“Mega Default in China Scheduled for January 31”) that is the maturity date of a massively oversold, risky investment product called “Credit Equals Gold #1.” Packaged by China Credit Trust, it promised investors a 10-percent annual rate of return — almost three times the market rate. Credit Equals Gold turned out not to be as good as gold, and China Credit Trust turned out to be (surprise!) not trustworthy. China Credit Trust reportedly had dumped most of the funds from its Credit Equals Gold sales into a coal mining operation, Shanxi Zhenfu Energy Group, which has since gone bankrupt. On January 17, Chinese state media reported that China Credit Trust (CCT) may not repay investors when the January 31 maturity date arrives. Making matters worse, the Industrial and Commercial Bank of China (ICBC), by assets the world’s largest bank, had also marketed the Credit Equals Gold bonds and was also refusing to compensate investors.

On January 28, the CCT/ICBC default on Credit Equals Gold appeared to have been averted. The financial pages of news services were reporting that some type of arrangement had been reached by CCT and ICBC to indemnify investors, though the details remain murky. International Business Times reported on January 28:

China Credit Trust has reached a last-minute deal to repay investors in the 3bn yuan ($500m, £296.2m, €361.1m) high-yield product, avoiding the first high-profile default in the country’s trust industry….

In a statement, the trust asked the investors to contact their wealth managers at Industrial and Commercial Bank of China (ICBC), which marketed the product, to arrange for payment….

Previously ICBC had said it was not responsible for investors in the scheme.

So, does that mean that the global financial apocalypse is called off for today? Maybe. But if it doesn’t happen today and if it isn’t Credit Equals Gold-CCT/ICBC, there are plenty of other Lehman Brothers and Bear Sterns tipping points waiting to implode/explode in the world’s second largest economy. It’s a matter of when, not if; the precise “when” is always iffy, but the “if” is certain. China’s so-called “economic miracle” that has so dazzled onlookers and investors for the past two decades, is a central-planning monstrosity that has mega-debacle-waiting-to-happen written all over it. Beneath the gleaming, instantly-created Potemkin super-cities such as Shenzhen, and the planet-sized mega-malls, are crumbling infrastructure, vast corruption, and oceans of red ink. So, again, if January 31 passes without a resounding, world-shaking bubble puncture, it simply means a deferment of the day of reckoning.

“The truth is,” wrote Michael Snyder, on The Economic Collapse blog on January 20, “that what has been going on in the global financial system is completely and totally unsustainable, and it is inevitable that it is all going to come horribly crashing down at some point during the next few years. It is just a matter of time.”

“Since Lehman Brothers collapsed in 2008,” noted Snyder, “the level of private domestic credit in China has risen from $9 trillion to an astounding $23 trillion. That is an increase of $14 trillion in just a little bit more than 5 years. Much of that ‘hot money’ has flowed into stocks, bonds and real estate in the United States. So what do you think is going to happen when that bubble collapses?” He continued:

The bubble of private debt that we have seen inflate in China since the Lehman crisis is unlike anything that the world has ever seen. Never before has so much private debt been accumulated in such a short period of time. All of this debt has helped fuel tremendous economic growth in China, but now a whole bunch of Chinese companies are realizing that they have gotten in way, way over their heads. In fact, it is being projected that Chinese companies will pay out the equivalent of approximately a trillion dollars in interest payments this year alone. That is more than twice the amount that the U.S. government will pay in interest in 2014.

“Over the past several years,” Snyder noted, “the U.S. Federal Reserve, the European Central Bank, the Bank of Japan and the Bank of England have all been criticized for creating too much money. But the truth is that what has been happening in China surpasses all of their efforts combined.”

Tyler Durdin at has produced a bar graph that  dramatically illustrates the immensity of the increase in Chinese bank assets over the past five years, completely dwarfing the combined QE (quantitative easing) money creation of the Federal Reserve, Bank of England, European Central Bank, and Bank of Japan combined. ZeroHedge has been in the forefront of exposing this danger of China’s “shadow banking system” for years (see herehere, and here) while most of the financial commentariat in the MSM choir have continued to praise China’s economic model of “capitalism”: central planning by the Communist Party and the dominance of giant SOEs (State-owned Enterprises). Even many of the so-called private Chinese corporations are little different from SOEs in that they are run by party members and “princelings” and their actual balance sheets, ownership, and other financial information are not publicly available.

And, as we have reported, the Communist Party, recognizing the out-of-hand corruption that is endemic in their faux “capitalist” system, have embarked on an anti-corruption drive that has resulted in many former billionaire princeling peacocks being turned into featherdusters; many are in prison, some have been executed (officially or otherwise). The MSM choir see this as a hopeful sign; the same commentators would, undoubtedly, greet an “anti-corruption” campaign within the Mafia with equal credulity and enthusiasm. As with the Mafia or any other organized criminal cartel, the Beijing Mafia (Chinese Communist Party, CCP) that runs China cannot tolerate lower-level criminals cheating on the bosses. But a minor cleanup among thieves should not be mistaken for real systemic reform. The Beijing bosses are continuing on the same unsustainable path, which means the day of reckoning will come and that, as Snyder put it, “it is all going to come horribly crashing down at some point.”

The Future of Air Sea Battle

The Pentagon is taking its next steps in developing the often misunderstood and occasionally controversial Air-Sea Battle concept, according to several USNI News interviews with Navy and defense officials.

The effort is the latest from the Air-Sea Battle Office (ASBO), a group of 20-some military intellectuals who have been struggling on how to counter what the Pentagon sees as its toughest problems in the wake of more than a decade of low-intensity ground conflicts: anti-access/area-denial (A2/AD) strategies.

A2/AD is an age-old strategy that stiff-arms a military force, preventing opponents from accessing a physical position on the sea, land or the air.

For a time, for example, the Great Wall of China denied the Mongol hordes access to China’s interior. Likewise, minefields prevent an infantry unit from operating on a particular piece of land. Anti-air missiles prevent fighters and bombers from striking more difficult targets in a protected area.

Typically the strategy was—and is—used by an inferior military to contain a larger, more sophisticated force, and blunt its attacking power.

As the United States was focused on Iraq and Afghanistan, threats to U.S. abilities to operate freely with its military have increased—such as cheaper longer-range guided missiles—making it harder for U.S. forces to access areas in which they would like to operate.

A global rise in sophisticated weapons technology, combined with the U.S. focus on the ground wars of Afghanistan and Iraq, has allowed American proficiency in countering A2/AD threats to slip.

“We’ve lost some skills and let them wither, because it wasn’t required in operations in the past,” one defense official told USNI News.

Enter ASBO.

At its onset the Air-Sea Battle Office was tasked with taking knowledge from the Navy, Army, Marine Corps and Air Force, understanding with exhaustive detail the tactics and equipment the services used to handle A2/AD threats, and then providing commanders on the ground with solutions to solve the problem using the material they had on hand.

The goal is for the U.S. military to, “go into an area, [and when] someone throws up jammers, somebody throws out mines, somebody throws out submarines as a threat to your surface ships . . . you know right away what to do about it,” Rear Adm. James Foggo, the Navy’s head of operations, plans and strategy told USNI News earlier this month.

At the beginning, the ASBO acted like a help desk for the A2/AD fight. Commanders would initially reach out to the office and the ASBO would give them options on how to use their existing equipment to deal with anti-access threats.

“The beauty of the concept is it focuses the services on what the problems are. That’s become a very useful lens,” a defense official familiar with the ASBO told USNI News. “It’s the disrupt, destroy and defeat approach that Air Sea battle embraces that talks about a different way of waging war. It applies an operational design on how you would do that against an adversary that [has] multiple types of these capabilities.”

The early help-desk approach has evolved into a more sophisticated set of goals, outlined in the ten mission areas where the United States needs in improve.

These areas—ranging from how to protect assets in space to waging war at sea—all point to capabilities the military has let atrophy while the focus was on the largely low intensity occupations of Iraq and Afghanistan, one defense official told USNI News. “It was the outside-the-Pentagon folks who guided us to these ten mission focus areas,” a defense official told USNI News. “We’re talking to the fleets and forces and they’re helping us rationalize our priorities.”

Pentagon officials provided USNI News a list of the ten areas the ASBO singled out for additional work:

Cross-Domain Operations Command-and-Control (C2)

A fundamental task of any military is telling forces where to go and what to do when they get there. In ASB, the challenge is to efficiently coordinate air, land and sea forces together effectively where seconds count. The Pentagon has several systems in place to undertake the C2 role. An ASB challenge would be to integrate the systems, which do not all communicate with each other.

Undersea Warfare Supremacy

Submarines are a powerful weapon in denying an adversary access in the ocean. Several countries in Southeast Asia have been buying quiet diesel-electric submarines best suited for short-range patrols close to shore. U.S. nuclear submarines can better project power far from shore and the in open ocean, but likely are louder than their diesel-electric counterparts. The area also implies the United States could do more in the anti-submarine warfare realm in detecting an adversary’s submarines before they can do damage to the Navy’s forces.

War at Sea

The U.S. Navy has focused its surface fleet on anti-air warfare and ballistic missile defense roles with its Aegis cruisers and destroyers. Additionally, the Navy’s new littoral combat ships are more oriented toward operations closer to shore. Open-ocean and ship-to-ship warfare has not been a priority for the Navy for years; there has been little development in modern anti-ship weapons. The Pentagon has only recently launched the Long-Range Anti-Ship Missile program to counter some the newer threats. Iran, China and Russia have heavily invested in ships having the primary function of fighting other ships.

Attack Operations to Defeat A2/AD

Attacking elements of an A2/AD strategy to prepare for a larger follow-on force. This could include using a combination of penetrating strike assets, such as a long-range U.S. Air Force stealth bomber or fifth-generation fighter alongside cruise missiles, electronic attacks and cyber-warfare to target the means by which the enemy is conducting its A2/AD strategy. This could mean attacking command-and-control nodes, eliminating surface-to-air missile batteries and coastal defenses or even knocking out launch sites for the so called “carrier killer” missiles or even disrupting enemy infrastructure by hacking their electrical grids.

Active and Passive Defense

Active defense uses military power to deny an enemy a specific piece of territory by physically attacking potential threats before it can launch its weapons. One example would be to sink an enemy submarine before got into position to launch its cruise missiles. Passive defense is designed to resist attacks in a specific area by hardening, camouflaging or dispensing forces and could mean intercepting incoming enemy weapons. The Air-Sea Battle concept would integrate the separate systems the services use already to execute both.

Distributed Basing

Instead of operating from a large single land base, distributed basing spreads out a force across several different semi-prepared positions making it harder for an adversary to target. As the United States consolidates its bases in the Pacific, it has explored operating from other bases in the event of a conflict. For example, the United States could be using airstrips in the Philippines for military aircraft. Potentially, entirely new airstrips could be cleared out for temporary use as needed—as was the case during World War II.

Contested Space Operations

Securing U.S. assets in space, such as satellites. Ship-based missiles have been able to successfully shoot down satellites in the past. But this does not necessarily require armoring up satellites or that space vehicles need to maneuver to avoid threats; it could simply mean securing against the jamming of satellite communications or GPS signals. Additionally it could entail securing U.S. satellite ground stations from physical or cyber attack, which for an enemy are easier options than a physical attack on an orbiting satellite. Or, on the other side of the spectrum, it could mean attacking enemy satellites, their signals, or ground stations either by kinetic or electronic means.

Contested Intelligence, Surveillance and Reconnaissance (ISR)

How to provide forces the information they need to operate and make battlefield and strategic decisions in combat. Most current U.S. ISR platforms are designed for operations in permissive environments, but in an A2/AD environment, the enemy will fight to prevent U.S. forces from conducting surveillance. That means assets that are useful in places such as Iraq and Afghanistan—a Predator or Reaper—may not be useful over Iran or China because both states have the means to shoot them down. ISR data will therefore have to be gathered by penetrating stealth platforms: fifth-generation fighters, the USAF’s future LRS-B, or some sort of low-observable unmanned aircraft. Other options include using space or cyber assets. Another pressing concern in a communications degraded/denied environment is getting the data back to analysts so it may be processed—which may not be an easy task. That data will also have to be analyzed without overburdening intelligence personnel, as was the case over the past 10 years.

Contested Logistics and Sustainment

This area deals with establishing and defending supply lines during a conflict. Given the distances American forces operate from U.S. shores, logistics can an Achilles’ heel. A smart enemy will attack the logistical train that keeps U.S. forces at the front line going—via any number of methods, ranging from kinetic attacks on port facilities and airstrips to cyber attacks on DOD computers.

Contested Cyberspace Operations

Cyber warfare is the least transparent of military operations. The bulk of cyber is maintaining and securing existing communications networks. Offensive cyber operations—exploiting enemy computer networks to gain an equivalent affect from a so-called kinetic weapon—are closely guarded by the military. But cyber can also be used as means of gathering intelligence or feeding disinformation to the enemy. Without doubt, cyber will be one of the most important “battlefields” in future warfare, as U.S. forces are entirely dependent on networks to conduct operations.

Next Steps

The feedback from the ten mission areas —as part an “implementation master plan”—will get further evaluation in November, Foggo told USNI News.

The office will then, “bring individuals into D.C. as representatives of the combatant commands, the numbered fleets and the numbered air forces and sit down at the table and say, ‘Let’s put all this stuff out here on how we collate, how do we bring this together, how do we distribute and disseminate,’” Foggo said.

Primarily the interactions just now are not with the Pentagon’s combatant commanders, but to service offices that provide forces to the regional commands around the world. It’s up to those commands to decide which of the ten areas are the highest priority.

“They are not prioritized on purpose. We don’t see that as our role. That’s for them—the ones out in the field—to prioritize,” Foggo said.

“It’s going to vary by geographic location. Say you’re the [Central Command], you think about the Arabian Gulf and the Strait of Hormuz, what’s the most important thing? Maintaining access in the Strait of Hormuz. What’s the easiest way to shut it down? Clandestinely—probably with mines. Your priority in mine warfare might be higher than [Africa Command] commander’s priority or the [European Command] commander’s priority. It depends what the COMCOM is looking at.”

The hope for the Pentagon and the services is the ASBO will be able to improve skills and techniques in a low-cost method. As the office interacts with the services the best practices across the services will trickle down to the way they buy equipment and create and improve doctrine through a continued series of plans.

“It’s a living and breathing and evolving thing. This year the implementation will be ready in 2014, there will be another one the next year,” Foggo said. “The joint force has come together on how to operate in an anti-access environment so it’s just seamless.”

Who’s the Brainiac That Decides to Employ a Dual Citizenship “American” to Work on Our Most Advanced Technology Fighter?

Hmmmm, this guy’s already made five trips over the last seven years?  Swell!  I wonder how much “household goods” he’s shipped back to Iran in that time?  And of course one of the first things Iran would do (has already done?) with this sort of data would be to trade it to China for more air defense radars and command and control systems, and more missile systems–whether surface-to-air, surface-to-surface, and/or anti-ship cruise missiles.  They would probably also try to use it to break down the Russians into finally delivering the S-300 SAMs they’ve been waiting a decade for.

Aerospace & defense engineer accused of shipping F-35 blueprints to Iran

NEWARK, N.J., 15 Jan. 2014. An engineer and formerly employee of three U.S. defense contractors was arrested at Newark Airport in New Jersey for allegedly attempting to ship sensitive technical materials and proprietary information on the F-35 Lightning II military fighter aircraft to Iran.

On 9 Jan. 2014, police at Newark Airport arrested Mozaffar Khazaee, described as a 59-year-old engineer, a dual citizen of the U.S. and Iran, and a former employee of three aerospace & defense contractors who also goes by the name Arash Khazaie. Khazaee was detained while attempting to fly to Tehran, Iran via Frankfurt, Germany, and is charged with the theft and interstate transportation of proprietary information valued at more than $350,000.

A special agent with the U.S. Department of Homeland Security (DHS) Customs and Border Patrol (CBP) unit in California reportedly discovered the stolen property, described as blueprints, while inspecting Khazaee’s 44-box shipment to Iran marked “Household Goods” in November 2013. The boxes bound for Hamadan, Iran, were shipped by Khazaee in Connecticut and filled with thousands of International Traffic in Arms Regulation (ITAR)-protected and export-controlled documents related to the modern military aircraft.

The arrest warrant affidavit alleging the aerospace & defense engineer’s crimes mentions “Company A,” “Company B,” and “Company C”—reportedly three contractors with the U.S. government and Department of Defense (DOD).

A company spokesperson has confirmed that Pratt & Whitney is “Company A.” In fact, the charges against Khazaee were filed with the U.S. District Court in Connecticut, home to Pratt & Whitney’s corporate headquarters.

Matthew Bates, communications manager at Pratt & Whitney Military Engines, is quoted as saying: “Pratt & Whitney has been cooperating fully with the government on this matter and will continue to do so.”

Lockheed Martin leads the F-35 Lightning II Joint Strike Fighter program. Rolls-Royce in Indiana also worked on the F-35’s innovative engine program.

Khazaee has traveled to Iran at least five times in the past seven years, according to the affidavit.

The Bell Continues to Toll

This outstanding weapon system will be a great compliment to the LRASM under development (or maybe that’s the other-way-around, since the JSOW C-1 is much further along its development track).  Air-dropped and networked, this is another weapon that can be delivered by (for example) F-18s that can then break off, leaving guidance to other aircraft flying beyond the range of shipborne air defenses.  This article references guidance provided by an E-2D, but as mentioned in the last paragraph it could also come from P-3C Orion–and hence the new P-8A Poseidon replacement for the P-3–and the E-8C JSTARS.  I’m quite confident that guidance could also be provided by/relayed through the MQ-4C Triton UAS.

Raytheon’s Joint Standoff Weapon C-1 demonstrates networked capability with E-2D aircraft

Weapon showcases interoperability, flexibility

TUCSON, Ariz., Oct. 27, 2013 /PRNewswire/ — Raytheon Company (NYSE: RTN) and the U.S. Navy demonstrated the capability of the newest version of the Joint Standoff Weapon (JSOW) C-1 by establishing communications among an F/A-18E/F Super Hornet aircraft, an E-2D Advanced Hawkeye aircraft and the JSOW C-1.

The test was part of the Navy’s Trident Warrior 2013 demonstration in July. During the demonstration, fighters simulated the launch of a JSOW C-1 while the E-2D directed the weapon toward the positively identified target. The E-2D aircraft also received status updates sent from the JSOW C-1.

“The success of the Trident Warrior 2013 demonstration proves the feasibility of providing the fleet a means of executing the complete kill chain with carrier-based assets utilizing the F/A-18E/F, JSOW C-1 and E-2D to engage maritime targets at range,” said Cmdr. Errol Campbell, the U.S. Navy’s Precision Strike Weapons program office deputy program manager for the JSOW program.

Additionally, the team was able to track and designate a target; simulate the launch of the JSOW; send, receive and acknowledge target updates; and receive bomb hit indication data from the weapon.

“This test further verifies the flexibility and seamless plug-and-play connectivity of JSOW C-1’s network-enabled capability,” said Celeste Mohr, JSOW program director for Raytheon Missile Systems. “The test demonstrates the relative ease with which the U.S. Navy can build on the ongoing integration of the JSOW C-1 on the U.S. Navy’s F/A-18 and expand the interoperability and connectivity to a fielded carrier-capable tactical airborne early warning aircraft.”

In 2009, the Navy performed a similar demonstration of connectivity and interoperability among sensor platforms, a shooting platform and the JSOW C-1 during the Joint Surface Warfare Joint Capability Technology Demonstration. This demonstration involved a P-3 Orion aircraft’s littoral surveillance radar system and an E-8C Joint Surveillance Target Attack Radar System aircraft.

About the Joint Standoff Weapon

JSOW is a family of low-cost, air-to-ground weapons that employs an integrated GPS-inertial navigation system and terminal imaging infrared seeker. JSOW C-1 adds the two-way Strike Common Weapon Datalink to the combat-proven weapon, enabling a moving maritime target capability. JSOW C-1 will provide an advanced anti-surface warfare solution on the F/A-18 Super Hornet aircraft.

Geographical Syria

Syria is a small, poor, and crowded country. On the map, it appears about the size of Washington state or Spain, but only about a quarter of its 185,000 square kilometers is arable land. That is, “economic Syria” is about as large as a combination of Maryland and Connecticut or Switzerland. Most is desert—some is suitable for grazing but less than 10 percent of the surface is permanent cropland.

Except for a narrow belt along the Mediterranean, the whole country is subject to extreme temperatures that cause frequent dust storms and periodic droughts. Four years of devastating drought from 2006 to 2011 turned Syria into a land like the American “dust bowl” of the 1930s. That drought was said to have been the worst ever recorded, but it was one in a long sequence: Just in the period from 2001 to 2010, Syria had 60 “significant” dust storms. The most important physical aspect of these storms, as was the experience in America in the 1930s, was the removal of the topsoil. Politically, they triggered the civil war.

In addition to causing violent dust storms, high temperatures cause a lessening of rainfall. This U.S. National Oceanic and Atmospheric Administration map of the Mediterranean shows the drought conditions of 2010. Except for small areas of Israel, Jordan, and Lebanon, the whole eastern Mediterranean was severely affected (shown in red).

Even the relatively favored areas had rainfall of just 20 to 40 centimeters (8 to 15 inches)—where 20 centimeters (8 inches) is regarded as the absolute minimum to sustain agriculture—and the national average was less than 10 centimeters (4 inches). Worse, rain falls in Syria mainly in the winter months when it is less beneficial for crops. Thus, areas with less than 40 centimeters are heavily dependent upon irrigation. Ground water (aquifers) have been so heavily tapped in recent years that the water table in many areas has fallen below what a farmer can access, while the country’s main river, the Euphrates, is heavily drawn down by Turkey and Iraq. Consequently, as of the last year before the civil war, only about 13,500 square kilometers could be irrigated.

Last year, according to the World Bank, agriculture supplied about 20 percent of national income (GDP) and employed about 17 percent of the population. Before the heavy fighting began, Syrian oil fields produced about 330,000 barrels per day, but Syrians consumed all but about 70,000 of that amount. Sales supplied about 20 percent of GDP and a third of export earnings. Production subsequently fell by at least 50 percent, according to the U.S. Energy Information Administration. Syria’s oil is of poor quality, sour, and expensive to refine. Industry, (mainly energy-related) employed about a third of the adult male population and provided a similar percentage of the national income. Before the war, moves were being made to transport oil and gas from farther east across Syria to the Mediterranean; obviously, these projects have been stopped. Now there is a sort of cottage industry in crude refining of petroleum products for local use and smuggling.

Syria is not just a piece of land; it is densely populated. When I first visited Syria in 1946, the total population was less than 3 million. In 2010, it reached nearly 24 million. Thus, the country offered less than 0.25 hectares (just over a third of an acre) of agricultural land per person. Considering only “agricultural Syria,” the population is about five times as dense as Ohio or Belgium, but it does not have Ohio’s or Belgium’s other means of generating income. If the population were much smaller, Syria could have managed adequately but not, of course, richly.

The bottom line is that the population/resource ratio is out of balance. While there has been a marginal increase of agricultural land and more efficient cropping with better seed, neither has kept up with population growth. Moreover, as the number of people in the country has increased, they have been unable to agree on how to divide what they have. So it is important to understand how their “social contract”—their view of their relationship with one another and with the government—evolved and then shattered.

The Syrian Heritage

Since before history was written, Syria has been fought over by foreign empires—Egyptians, Hittites, Assyrians, Persians, Macedonian Greeks, Romans, Mongols, Turks, British, and French. Only during the Umayyad Caliphate in the 7th and 8th centuries A.D. was it the center of an empire. But that relatively short period left Syria with its Islamic heritage. For many centuries, the society has been overwhelmingly Muslim.           

Syria also has historically been a sanctuary for little groups of peoples whose differences from one another were defined in religious and/or ethnic terms. Several of these communities were “leftovers” from previous invasions or migrations. During most of the last five centuries, when what is today Syria was part of the Ottoman Empire, groups of Orthodox, Catholic, and other Christians; Alawis, Ismailis, and other sorts of Shia Muslims; and Yazidis, Kurds, Jews, and Druze lived in enclaves and in neighborhoods in the various cities and towns alongside Sunni Muslim Arabs.

During Ottoman rule the population was organized in two overlapping ways. First, there was no “Syria” in the sense of a nation-state, but rather provinces (Turkish: pashaliqs) that were centered on the ancient cities. The most important of these were Damascus, which may be the oldest permanently settled city in the world today, and Aleppo. The concept of a state, much less a nation-state, did not enter into political thought until the end of the 19th century. Inhabitants of the various parts of what became Syria could move without feeling or being considered alien from one province of the Ottoman Empire to the next. Thus, if the grandfathers or great grandfathers of people alive today were asked about what entity they belonged to, they would probably have named the city or village where they paid their taxes.

Second, throughout its centuries of rule, the Ottoman Empire generally was content to have its subjects live by their own codes of behavior. It did not have the means or the incentive to intrude into their daily lives. Muslims, whether Turk or Arab or Kurd, shared with the imperial government Islamic mores and law. Other ethnic/religious “nations” (Turkish: millet) were self-governing except in military and foreign affairs. The following map is modern but shows approximately the traditional distribution of minority groups in enclaves scattered throughout the area that became Syria.

What the map does not show is that the same groups also moved into mainly Muslim cities and towns, where they tended to live in more or less segregated neighborhoods that resembled medieval European urban ghettos or modern American “Little Italys” or “Chinatowns.”

Whether in enclaves or in neighborhoods, each non-Muslim community dressed according to its custom, spoke its own languages, and lived according to its unique cultural pattern; it appointed or elected its own officials, who divided the taxes it owed to the empire, ran its schools, and provided such health facilities and social welfare as it thought proper or could afford. Since this system was spelled out in the Quran and the Traditions (Hadiths) of the Prophet, respecting it was legally obligatory for Muslims. Consequently, when the Syrian state took shape, it inherited a rich, diverse, and tolerant social tradition.

French Syria

During the First World War, Great Britain and France were at war with the Ottoman Empire, which had sided with Germany and Austria. The war was hard fought, but long before victory was in sight, the British and French concluded what became known as the Sykes-Picot Agreement to divide the Middle East between them. Britain subsequently made other, conflicting deals with the leaders of the Arab revolt against the Ottoman Empire that would have modified the agreement, but France insisted on effecting most of its terms. (Subsequently, France lost to Britain the mainly Sunni Muslim Arab and Kurdish area of what was to become northern Iraq.) The map on the right shows how the Middle East was to be divided among the Great Powers. Most of what became Syria is shown as “Zone A” on the map, which the French gave to the British at the peace conference to remind them of the deal.

During the latter part of the war, the leaders of the Arab revolt against the Ottoman Empire established a kingdom at Damascus and at the Paris Peace Conference sought recognition of their independence. France was determined, however, to effect its deal with Britain, so in 1920 it invaded and “regime-changed” the Damascus government, making Syria a de facto colony of France but legally, under the League of Nations, a “mandate.” The terms of the League mandate required France to prepare it for independence, but the French showed little intention to do that. They spent the next three years actually conquering the country and reformulating the territory.

First, the French created a “Greater” Lebanon from the former autonomous adjunct provinces (Turkish: sanjaqs) of Mount Lebanon and Beirut. To make it their anchor in an otherwise hostile Levant, they aimed both to make it Christian-dominated and big enough to exist as a state. But these aims were incompatible: the populations they added, taken from the pashaliq of Damascus, were mainly Muslim, so the French doomed Lebanon to be a precariously unbalanced society. Then they split Syria into detached administrative units: In 1921, they separated Alexandretta, in the northwest, and later ceded it to Turkey (where it was renamed Hatay); they split off the hinterland of the port of Latakia, a partly Alawi area, and in 1922 briefly made it a separate state; and they made the Druze area (Jabal ad-Druze) in the southwest an autonomous part of their colony. Finally, they divided the two major cities, Damascus and Aleppo, making each the capital of its neighborhood.

None of these divisions worked, so the French reversed course. They united the country as defined in the mandate but attempted to change its social and cultural orientation. Their new policy aimed to supplant the common language, Arabic, with French, to make French customs and law the exemplar, to promote Catholicism as a means to undercut Islam, and to favor the minorities as a means to control the Muslim majority. It was inevitable that the native reaction to these intrusions would be first the rise of xenophobia and then the spread of what gradually became a European style of nationalism. It is thus in the 1920s and 1930s that we can begin to speak of the concept of Syrian statehood. Indeed, a sense of statehood and nationhood were the major ideas that emerged from the First World War and were popularized during the period of French rule.

When French policies did not work and nationalism began to offer an alternate vision of political life, the French colonial administration fell back on violence. Indeed throughout the French period—in contrast to the relatively laissez-faire rule of the Ottoman Empire—violence was never far below the outward face of French rule. The French bombarded Damascus, which they had regime-changed in 1920, in 1925, 1926, and 1945, and they pacified the city with martial law during most of the “peaceful” intervals. Constitutions were proclaimed periodically, only to be revoked, and independence was promised time after time until it was finally gained—not by the Syrians nor given by the French but bestowed on Syria by the British army. Because the French administration was under the control of the Vichy government and had abetted German activities, the British invaded in 1941 and overthrew Vichy France’s administration. However, they left behind the “Free French” who continued essentially the Vichy regime. The last French soldier did not leave until April 17, 1946, which became Syria’s national day.


It is not unfair to characterize the impact of the 26 years of French rule thus: the “peace” the French achieved was little more than a sullen and frustrated quiescence; while they did not create dissension among the religious and ethnic communities, the French certainly magnified it and while they did not create hostility to foreigners, they gave the native population a target that fostered the growth of nationalism. These developments have lingered throughout the last 70 years and remain powerful forces today.

Syrian Independence

As it took hold of at least educated Syrians, nationalism may have been emotionally satisfying, but it did not prove to be an organizing principle. Even spurred by it, Syrians did not grasp the means to control their destiny. So, in the years after the French were forced out, coup leader after military dictator spoke in nationalist rhetoric but failed to lead his followers toward “the good life.” Finally, in 1958, the one coherent, powerful, and mobile force, the army leadership, threw the country into the arms of the one Arab leader they admired and trusted, Egypt’s President Gamal Abdel Nasser. They thought and hoped that Egypt, always the bellwether of the Arab world, could give them stability. So, for three and a half years, Syria became a part of the United Arab Republic. Despite the media view of the event, Nasser was a reluctant participant in Syrian affairs and set what turned out to be unacceptable terms, including the withdrawal of the army from politics and the holding of a referendum. Union did not work, so in 1961 Syrians were thrown back on their own resources. A fundamental problem they faced was what it meant to be a Syrian.

The majority of those who became Syrians were Arabic-speaking Sunni Muslims. Since the road to worldly success was through the Arabic-speaking army or bureaucracy, Syrians, like the inhabitants of empires throughout Asia, found conversion to Islam and becoming Arabic-speaking—if they were not already members of this community—attractive. The earliest estimates we know suggest that between seven and eight in 10 Syrians saw themselves as Muslim Arab—and, under the growing influence of nationalism, saw being a Muslim Arab as the very definition of Syrian identity.

What was unusual about Syria was that the other two or three in 10 Syrians did not feel the same way. As in Ottoman times, they continued to live in economically autarkic areas of the countryside and in quarters of most of the cities and towns of the country. Nationalists took this diversity as a primary cause of weakness and adopted as their primary task integrating the population into a single political and social structure.

But the nationalists were deeply split. The major Islamic movement, the Muslim Brotherhood, argued and fought for the idea that the nation must be Arab Sunni (or “Orthodox”) Muslim. Minorities had no place except in the traditional and Ottoman sense of “protected minorities.” The more conservative, affluent, and Westernized nationalists believed that nationhood had to be built not on a religious but on a territorial base. That is, single-state nationalism (Arabic: wataniyah) was the focus of Syria’s statehood. Their program, however, did not lead to success; its failure opened the way for a redefinition of nationalism as pan-Arab or folk nationalism (Arabic: qawmiyah). As it was codified by the Baath Party, it required that Syria be considered not a separate nation-state but a part of the whole Arab world and be domestically organized as a unified, secular, and at least partly Westernized state. This was a particularly difficult task because the dominant Muslim community, initially as a result of French rule and later as a result of domestic turbulence and foreign interference, regarded the members of the minority communities, particularly the Jewish community, as actual or potential turncoats.

Looming over Syrian politics and heightening the tensions among the contenders for dominance throughout the post-war period has been the modern, powerful, and American-supported state of Israel; regular wars between Syria and Israel began in 1948, almost before either state had achieved full independence, and were repeated in 1967 and 1973. Border clashes, informal fighting, and limited ceasefires were interspersed among these major confrontations. And since 1967, Israel has occupied the 1,200 square kilometers (460 square miles) of Syrian territory known as the Golan Heights. In 1981, Israel proclaimed that it had annexed the territory, a move not recognized by the U.S. or other states, and moved nearly 20,000 settlers there. Meanwhile, intermittent peace talks have been secretly held from time to time without result. A ceasefire, negotiated in 1974, has held, but today the two states are still legally at war.

The Assad Regime

It was in answer to the perceived weakness of Syrian statehood and the disorder of Syrian political life that the first Assad regime was established in 1970 by Hafez al-Assad, the father of the current leader. The Assad family came from the Alawi (a.k.a. Nusairi) minority, which includes about one in eight Syrians and about a quarter of a million people in both Lebanon and Turkey. Like the Jews, the Alawis consider themselves the “chosen people,” but they are regarded by Orthodox Muslims as heretics. Under Ottoman pluralism, this mattered little, but as Syrians struggled for a sense of identity and came to suspect social difference and to fear the cooperation of minorities with foreigners, being an Alawi or a Christian or a Jew put people under a cloud. So, for Hafez al-Assad, the secular, nationalist Baath Party was a natural choice: it offered, or seemed to offer, the means to overcome his origins in a minority community and to point toward a solution to the disunity of Syrian politics. He therefore embraced it eagerly and eventually became its leader. Consequently, to understand Syrian affairs, we need to focus on the party.

The “Resurrection” (Arabic: Baath) Party had its origins, like the nationalist-communist Vietnamese movement, in France. Two young Syrians, one a Christian and the other a Sunni Muslim, who were then studying in Paris were both attracted to the grandeur of France and appalled by the weakness of Syria. Like Ho Chi Minh, they wanted to both become like France and get the French out of their nation. Both believed that the future lay in unity and socialism. For Michel Aflaq and Salah Bitar, the forces to be defeated were “French oppression, Syrian backwardness, a political class unable to measure up to the challenge of the times,” according to the British journalist Patrick Seale’s account in The Struggle for Syria. Above all, disunity had to be overcome. Their answer was to try to bridge the gaps between rich and poor through a modified version of socialism, and between Muslims and minorities through a modified concept of Islam. Islam, in their view, needed to be considered politically not as a religion but as a manifestation of the Arab nation. Thus, the society they wished to create, they proclaimed, should be modern (with, among other things, equality for women), secular (with faith relegated to personal affairs), and defined by a culture of “Arabism” overriding the traditional concepts of ethnicity. In short, what they sought was the very antithesis of the objectives of the already-strong and growing Muslim Brotherhood.

Like the Muslim Brotherhood, the Baath Party spread among young students. When, as a young student myself, I visited Syria in 1950, I was astonished at how vigorous the student political movements were and how seriously, even violently, the students played a national role. Hafez al-Assad was one of the first student recruits of what would become the Baath Party, and quickly became a local hero for his dedication to its cause. As Seale describes, “He became a party stalwart, defending its cause on the street … he was one of our commandos.” And he almost paid with his life for his bravery when a Muslim Brother stabbed him. So, pardon the pun, his antipathy to the Muslim Brotherhood began early and went deep.

Like many young men of his generation, Hafez al-Assad first put his hopes in the military, which seemed, more than political parties, even the Baath, to embody the nation. He avidly studied his new profession and became a fighter pilot, but he quickly realized that the military was only a means of action and that what it did had to be guided by political ideas and organization. So, he used his military affiliation to energize his party role. This, inevitably, caught him up in the coups, counter-coups, and sundry conspiracies that engaged Syrian politicians and army officers during the 1950s and 1960s. Emerging from this labyrinth, he skillfully maneuvered himself into the leadership of his party and domination of the political and military structure of the country by 1971. And his assumption of the presidency was certified by a plebiscite in that year.

His survival, much less his victory, was nearly a miracle, but he had not managed to solve the fundamental problem of Syrian ethnicity and particularly the role of Islam in society.

This problem, which is so tragically and bitterly evident in Syria today, found an early expression in the writing of the new constitution in 1973. The previous constitutions, going back to French colonial times, had specified that a Muslim should hold the presidency. Despite his dedication to secular politics, Hafez al-Assad made two attempts to cater to Muslim opinion. In the first, he got the clause in the former constitutions conditioning the presidential office to a Muslim replaced by a redefinition of Islam of sorts. “Islam,” the new language stressed, “is a religion of love, progress and social justice, of equality for all…” Then, in the second move, he arranged for a respected Islamic jurisconsult (not from Syria but from Lebanon, and not a Sunni but a Shia) to issue a finding (Arabic: fatwa) that Alawis were really Shia Muslims rather than heretics. This was not merely an abstract bit of theology: as heretics, Alawis were outlaws who could be legally and meritoriously killed—as we have seen in recent events in Syria.

The Muslim Brotherhood was furious. Riots broke out around the country, particularly in the city of Hama. For some years, Assad managed to contain the discontent—partly by granting subsidies on food and partly by curbing the already-hated political police—but the fundamental issue was not resolved. Muslim Brothers and other disaffected groups organized terrorist attacks on the government and on Assad’s inner circle, killing some of his close collaborators and exploding car bombs at installations, including even the office of the prime minister and the headquarters of the air force. Assad was told that he would soon follow Egypt’s Anwar Sadat, killed by Muslim terrorists, into the grave. As it had been periodically during French colonialism, the whole city of Damascus came under siege. Finally, the Islamic forces were ready to challenge the regime in all-out war. An army unit sent into the Muslim Brotherhood stronghold in the city of Hama was ambushed. The local Muslim guerrilla leader gave the signal for a general uprising. Overnight the city was engulfed in a vicious, “no-prisoners” insurrection. The regime was fighting for its life. As Patrick Seale, the most astute observer of those events, has written, in words that also ring true for the events of 2013:

Fear, loathing and a river of spilt blood ruled out any thought of truce … that explain[s] the terrible savagery of the punishment inflicted on the city. Behind the immediate contest lay the old multi-layered hostility between Islam and the Ba’th, between Sunni and ‘Alawi, between town and country…. Many civilians were slaughtered in the prolonged mopping up, whose districts razed, and numerous acts of savagery reported…. Government forces too suffered heavy losses to snipers and many armoured vehicles were hit by grenades in the rubble-strewn streets … between 5,000 and 10,000 [people died].

After Assad’s assault in 1982, the Syrian city of Hama looked like the Iraqi city of Fallujah after the American assault in 2004. Acres of the city were submerged under piles of rubble. But then, like Stalingrad after the German attack or Berlin after the Russian siege, reconstruction began. In a remarkable series of moves, Hafez al-Assad ordered the rubble cleared away, built new highways, constructed new schools and hospitals, opened new parks, and even, in a wholly unexpected conciliatory gesture, erected two huge new mosques. He thus made evident what had been his philosophy of government since he first took power: help the Syrian people to live better provided only that they not challenge his rule. In his thought and actions, his stern and often-brutal monopoly of power, he may be compared to the ruling men, families, parties, and establishments of Chinese, Iranian, Russian, Saudi Arabian, Vietnamese, and numerous other regimes.

Also like many of those regimes, Assad saw foreign troublemakers at work among his people. This, after all, was the emotional and political legacy of colonial rule—a legacy painfully evident in most of the post-colonial world, but one that is almost unnoticed in the Western world. And the legacy is not a myth. It is a reality that, often years after events occur, we can verify with official papers. Hafez al-Assad did not need to wait for leaks of documents: his intelligence services and international journalists turned up dozens of attempts by conservative, oil-rich Arab countries, the United States, and Israel to subvert his government. Most engaged in “dirty tricks,” propaganda, or infusions of money, but it was noteworthy that in the 1982 Hama uprising, more than 15,000 foreign-supplied machine guns were captured, along with prisoners including Jordanian- and CIA-trained paramilitary forces (much like the jihadists who appear so much in media accounts of 2013 Syria). And what he saw in Syria was confirmed by what he learned about Western regime-changing elsewhere. He certainly knew of the CIA attempt to murder President Nasser of Egypt and the Anglo-American overthrow of the government of Iranian Prime Minister Mohammad Mosaddegh.

His salvation, he believed, lay in his political party, the Baath. But even that fell apart. While it was the titular ruling party of both Syria and Iraq, its leaders became bitterly hostile to one another over what in retrospect seem mainly personal issues but which, at the time, appeared to be cultural and ideological. As Iraq “imploded” in coups beginning in 1958 and morphed into Saddam Husain’s regime, the Syrians came to regard it as an enemy second only to Israel. Already in 1980, Hafez al-Assad sided with Iran in the Iran-Iraq war. His choice was confirmed when he learned that America was supplying both up-to-the-minute satellite intelligence to Saddam’s forces and the chemicals with which the Iraqis manufactured poison gas to attack the Iranians. Assad took this as proof that somehow Saddam had become an American agent. Thus, Saddam became as much the ogre in the bestiary of Hafaz al-Assad as he later became in America’s. This explains why, in 1991, when Iraq invaded Kuwait, Hafez al-Assad sided with the American-led, anti-Saddam coalition.

The second (Bashar) al-Assad regime began when Hafez al-Assad died in 2000. Like his father had done after the Battle of Hama, Bashar initially made conciliatory moves to his opponents, including allowing the Muslim Brotherhood to resume political activities and withdrawing most of the Syrian troops that had occupied strife-torn Lebanon. But, while he legitimized his position through an election, he quickly showed that he was also following his father’s authoritarian path: ‘Run your own lives privately and enrich yourselves as you wish, but do not challenge my government.’

During the rule of the two Assads, Syria made considerable progress. By the eve of the civil war, Syrians enjoyed an income (GDP) of about $5,000 per capita. That was nearly the same as Jordan’s, roughly double the income per capita of Pakistan and Yemen, and five times the income of Afghanistan, but it is only a third that of Lebanon, Turkey, or Iran, according to the CIA World Factbook. In 2010, savaged by the great drought, GDP per capita had fallen to about $2,900, according to UN data. Before the civil war—and except in 2008 at the bottom of the drought, when it was zero—Syria’s growth rate hovered around 2 percent, according to the World Bank. In social affairs, nearly 90 percent of Syrian children attended primary or secondary schools and between eight and nine in 10 Syrians had achieved literacy. On these measures, Syria was comparable to Iran, Saudi Arabia, and Libya despite having far fewer resources to employ. The most important issue on which the Assad regimes made little or no progress was birth control, which as I have mentioned threw out of balance resources and population.

Like his father, Bashar sought to legitimize his regime through elections, but apparently he never intended, and certainly did not find, a way satisfactory (to the public) and acceptable (to his regime) of enlarged political participation. While this has been the focus of most foreign hostility to his regime, it was certainly less important to Syrians than his failure to find any means of bridging the gap between the demands of Islam and the new role of the Alawi community. This failure was to play havoc with Syrian affairs. The lack of political participation, fear of public demands, and severe police measures made the regime appear to be a tyranny. This and its hostility to Israel led to large-scale, if covert, attempts at regime change by outside powers including the United States. These acts of subversion became particularly pronounced during the second Bush administration.

Pre-War Syrian Foreign Relations 

The Bush administration signaled a new anti-Syrian policy in 2002 when the president included it in what he proclaimed to be the “Axis of Evil.” Covert activities were stepped up and, the following year, Bush threatened to impose sanctions (which he did impose two years later). In 2003, Israel used American aircraft in a strike on a Palestinian refugee camp just outside of Damascus. It was the first of a sequence of humiliating attacks that the Syrian armed forces were unable to prevent. The American Congress rubbed salt into that wound by passing the Syria Accountability Act, which charged the Syrians with supporting terrorism and occupying much of Lebanon as well as seeking chemical weapons.

At the same time, diplomatic moves were made to reduce tensions. In 2006, relations were resumed between Syria and Iraq (by then under an American-imposed Shia government; the two countries remain cordial today). In 2007, senior EU and U.S. officials, in an informal version of recognition, visited Damascus, while Syria, seeking to end its split with conservative Arab governments, hosted an Arab League meeting. But the issue of weapons of mass destruction quickly soured these demarches, particularly when it came to relations between the U.S. and Syria. In a still-controversial charge that North Korea was building a nuclear weapons facility at a remote northern site, Israel again bombed Syria in 2007. But six months later, French President Nicolas Sarkozy invited al-Assad to Paris to work toward re-establishing diplomatic relations.

Tensions were then once more eased with high-level visits and, in 2010, the U.S. sent an ambassador to Syria. Three months later, however, Washington imposed new sanctions on the country. The sanctions aimed to diminish government revenues, particularly from oil exports, and to increase public opposition to the regime. The Syrian regime had not changed, but there seemed to be no clear or consistent policy by the U.S. or the EU toward it.

The Civil War Breaks Out

Four years of devastating drought beginning in 2006 caused at least 800,000 farmers to lose their entire livelihood and about 200,000 simply abandoned their lands, according to the Center for Climate & Security. In some areas, all agriculture ceased. In others, crop failures reached 75 percent. And generally as much as 85 percent of livestock died of thirst or hunger. Hundreds of thousands of Syria’s farmers gave up, abandoned their farms, and fled to the cities and towns in search of almost non-existent jobs and severely short food supplies. Outside observers including UN experts estimated that between 2 and 3 million of Syria’s 10 million rural inhabitants were reduced to “extreme poverty.”

As they flocked into the cities and towns seeking work and food, the “economic” or “climate” refugees immediately found that they had to compete not only with one another for scarce food, water, and jobs, but also with the existing foreign refugee population. Syria was already a refuge for a quarter of a million Palestinians and about 100,000 Iraqis who had fled the war and occupation. Formerly prosperous farmers were lucky to get jobs as hawkers or street sweepers. And in the desperation of the times, hostilities erupted among groups that were competing just to survive.

Survival was the key issue. The senior UN Food and Agriculture Organization representative in Syria turned to the USAID program for help. Terming the situation “a perfect storm,” in November 2008 he warned that Syria faced “social destruction.” He noted that the Syrian minister of agriculture had “stated publicly that [the] economic and social fallout from the drought was ‘beyond our capacity as a country to deal with.’” His appeal fell on deaf ears: the USAID director commented that “we question whether limited USG resources should be directed toward this appeal at this time,” according to a cable obtained by WikiLeaks.

Whether or not USAID made a wise decision, we now know that the Syrian government had set itself up for catastrophe. Lured by the high price of wheat on the world market, it had sold its strategic reserves in 2006. According to the U.S. Department of Agriculture, in 2008 and for the rest of the drought years it had to import enough wheat to keep its citizens alive. 

And so tens of thousands of frightened, angry, hungry, and impoverished former farmers were jammed into Syria’s towns and cities, where they constituted tinder ready to catch fire. The spark was struck on March 15, 2011, when a relatively small group gathered in the southwestern town of Daraa to protest against government failure to help them. Instead of meeting with the protesters and at least hearing their complaints, the government saw them as subversives. The lesson of Hama must have been at the front of the mind of every member of the Assad regime. Failure to act decisively, Hama had shown, inevitably led to insurrection. Compromise could come only after order was assured. So Bashar followed the lead of his father. He ordered a crackdown. And the army, long frustrated by inaction and humiliated by its successive defeats in confrontation with Israel, responded violently. Its action backfired. Riots broke out all over the country. As they did, the government attempted to quell them with military force. It failed. So, during the next two years, what had begun as a food and water issue gradually turned into a political and religious cause.

The Civil War Takes Shape

While we know a good deal about the Syrian government because it is much like many other governments around the world, we don’t know much about the rebels. Hundreds of groups and factions—called “brigades” even when they are just a dozen or so people—have been identified. Some observes believe that there are actually over 1,000 brigades. A reasonable guess is that, including both part-time and full-time insurgents, they number about 100,000 fighters.

As in the Afghan war against the Russians, the insurgents are split into mutually hostile groups. This has made them impossible to defeat and very difficult to engage in negotiations. In Afghanistan, the Russians won all the battles and occupied the entire country sporadically but could never identify any leadership with which they could negotiate. Indeed, even while fighting the Russians, the Afghan guerrilla groups fought against each other for territory, money, weapons, access to smuggling routes, leadership, old ethnic hatreds, and more. Consequently, despite massive foreign aid, they were never able to defeat the Russians. As we shall see, this pattern has been repeated in Syria. There the war has reached a stalemate in which neither side, regardless of the promise or provision of weapons and money by outside powers, is likely to prevail.

In Afghanistan, the principal cause for the splits among the rebels was largely ethnic: the Tajiks, Turkmen, Hazaras, and Pashtuns, even in the face of mortal dangers, remained bitterly, even murderously, hostile to one another. In Syria, quite different causes of splits among the brigades are evident. To understand the insurgency there, we must look carefully at the causes. The basis is religion.

During the course of the Assad regime, the interpretation of Islam was undergoing a profound change. This was true not only of Syria but also of understanding, practice, and action in many other areas of the world. Particularly affected by the policies of foreigners were young men and women in Iraq, Iran, Afghanistan, Libya, Chechnya, Chinese Turkestan (now Xinjiang), and Egypt.

Millions of Sunni Muslims throughout Africa and Asia—and even some Shia Muslims—have found inspiration in the writings of the fundamentalist Egyptian theologian Sayyid Qutb. Whether or not the governments of their homelands were favorably disposed to Islam, many found the compromises made with modernization or Westernization politically weak or religiously unjustified. Moreover, in areas under non-Muslim rule, such as (Russian-controlled) Chechnya and (Chinese-colonized) Xinjiang, they felt oppressed. Many of those living in the West found that Sayyid Qutb’s denunciation of their lack of spirituality and crass materialism fit their own interpretation. Others began to find the all-too-common discrimination against them in Christian lands intolerable. So it was that tens of thousands of young foreigners flocked to Syria to fight for what they see as a religious obligation (Arabic: fi sabili’llah).

Meanwhile, in Syria, while many Muslims found the Assad regime acceptable and many even joined its senior ranks, others saw its Alawi and Christian affiliations, and even its secularism and openness to Muslim participation, insupportable.

What has happened is that the aims of the two broad groups—the Syrians and the foreigners—have grown apart in a way similar to the split that occurred in Arab nationalism. The Syrians focus on Syria and seek the overthrow of the Assad regime much as their fathers and grandfathers focused on the task of getting the French out of their country—their watan. Their nationalism is single-country oriented. The foreign jihadists, like the more recent nationalists, put their emphasis on a larger-than-Syria range. For them, it is a folk nationalism not only to the Arab world but also to the wider world of Islam, affecting a billion people across the globe. What they seek is a restored Islamic world, a Dar ul-Islam, or a new caliphate.

It might become clearer to Westerners if we think of this split, mutatis mutandis, in terms of Russian affairs: Stalin focused Communism on a single country whereas Trotsky attempted to cause a world revolution. I want to emphasize that this is not a recondite or theoretical point but is of major importance in understanding the current hostilities and will be fundamental in any attempt to negotiate a ceasefire or a lasting settlement.

Having said that, I want also to emphasize that there is no doubt that, however much they disagree among themselves, which they obviously do, all the rebels regard the conflict in Syria as fundamentally a religious issue. Particularly for the native rebels, as I have pointed out, the religious issue is overlaid by ethnic complexities. It would be a mistake to regard the Syrian war, as some outside observers have done, as a fight between the forces of freedom and tyranny. If the opponents of the regime are fighting for some form of democracy, they have yet to make their voices heard.

Like nationalism and socialism in the 1950s and 1960s, Islam has at least so far failed to provide an effective unifying force—what a great Arab historian put simply as “turning their faces in a single direction.” As in other guerrilla wars, the rebels have therefore split into a bewildering array of groups. And, as in Afghanistan, they have fought one another over territory, access to arms, leadership, and division of spoils as bitterly as they have fought their proclaimed enemy. This fracturing has made them impossible to defeat—as the Russians experienced in Afghanistan—but also, so far at least, incapable of governing on a national scale. But they are moving in that direction.

The more radical groups, led by Al-Nusra Front, give the appearance of having studied guerrilla warfare as it occurred elsewhere. Among other things, they have learned that to stay alive, much less to win their battles, guerrillas must earn the support of the people; in areas they control, they provide essential services. Overall, these add up to an alternative government. As the most venturesome and best informed of the foreign media reporters witnessed:

The al-Nusra Front, the principle [sic] jihadi rebel group in Syria, defies the cliche of Islamist fighters around the Middle East plotting to establish Islamic caliphates from impoverished mountain hideaways. In northeastern Syria, al-Nusra finds itself in command of massive silos of wheat, factories, oil and gas fields, fleets of looted government cars and a huge weapons arsenal.

The commander talked about the services al-Nusra is providing to Shadadi’s residents. First, there is food: 225 sacks of wheat, baked into bread and delivered to the people every day through special teams in each neighbourhood. Then there is free electricity and water, which run all day throughout the town. There is also al-Nusra healthcare, provided from a small clinic that treats all comers, regardless of whether they have sworn allegiance to the emirate or not. Finally, there is order and the promise of swift justice, delivered according to sharia law by a handful of newly appointed judges.

All observers agree that the foreign-controlled and foreign-constituted insurgent groups are the most coherent, organized, and effective. This is little short of astonishing as they share no common language and come from a wide variety of cultures. In one operation, which I mention below, the cooperating groups were made up of Chechens, Turks, Tajiks, Pakistanis, French, Egyptians, Libyans, Tunisians, Saudi Arabians, and Moroccans.

Paradoxically, governments that would have imprisoned the same activists in their own countries have poured money, arms, and other forms of aid into their coffers. The list is long and surprising in its makeup: it includes Turkey; the conservative Arab states, particularly Qatar and Saudi Arabia; the EU member states; and the U.S.

The United States has a long history of covertly aiding insurgents in Syria, and has engaged in propaganda, espionage, and various sorts of dirty tricks. The rebels, naturally, have regarded the aid they’ve received as insufficient, while the government has regarded it as a virtual act of war. Both are right: it has not been on a scale that has enabled the rebels to win, but it is a form of action that, had another country engaged in it, seeking to overthrow the government, any American or European administration would have regarded as an act of war under international law.

Such covert intervention, and indeed overt intervention, is being justified on two grounds, the first being that the Syrian government is a tyranny. By Western standards, it is undoubtedly an authoritarian regime. Whether or not it gassed hundreds of its citizens, it has certainly killed thousands with conventional weapons. (According to the Syrian Observatory for Human Rights, the rebels are known to have killed at least 20,000 and perhaps as many as 30,000 government soldiers, about twice the number of rebel casualties, and both sides have committed documented atrocities.) However, the standards Western nations proclaim have been applied in a highly selective way. The EU and the U.S. enjoy cordial and mutually beneficial relations with dozens of tyrannical governments including most of the countries now attempting to regime-change Syria.              

Secretary of State John Kerry has claimed that only a portion of the rebels—he thinks about 15 to 25 percent—are what he calls “the bad guys.” But observers on the scene point out that this means there are about 15,000 or 25,000 “bad guys,” and that they are very bad indeed. Moreover, in the massacres carried out in September and October this year and investigated by Human Rights Watch, the perpetrators were not just foreign fighters but also native Syrians. In one video, a rebel commander is seen eating the heart of a soldier he has just killed; in another, a group of rebels murder captive soldiers who are bound and lying face down in the ground. Another group recently carried out an attack on an old, established, and peaceful Christian community whose members, incidentally, still speak Aramaic, the language Jesus presumably spoke.

These are not isolated acts. Senior rebels have publicly threatened to carry out a genocide of the country’s main ethnic/religious minority, the Alawis. Scenes being enacted in Syria today recall the massacres and tortures of the wars of religion in 16th- and 17th-century Europe.

The British journalist Jonathan Steele was told by the commander of a village defense force (neither a government soldier nor a rebel) that he saw the results of an attack including “a baby’s head hanging from a tree. There was a woman’s body which had been sliced in half from head to toe and each half was hanging from separate apple trees.” It is difficult even to imagine the well of hatred exemplified by such scenes.

Most urgent in the minds of the EU and the U.S. is the second justification for intervention: the Syrian government is charged with using illegal chemical weapons. This is a very serious charge. However, doubts remain about who actually used the weapons. And, more importantly, even though the weapons are indeed horrible and are now generally considered illegal, several other states (the U.S., Israel, Egypt, and Iraq) have used them. Terrible as they are, they are only a small part of the Syrian problem—more than 99 percent of the casualties and all of the property damage in the war have been the result of conventional weapons. Getting rid of chemical weapons will neither in and of itself stop the war nor create conditions favorable to a settlement.

The Cost of the War

Proportional to Syria’s resources, the cost of the war has been immense. And, of course, it is not over. We have only guesses on the total so far. One estimate is that the war has cost Syria upwards of $150 billion. Whole cities now resemble Stalingrad or Berlin in World War II. More than 2 million people have fled abroad while more than 4 million are internal refugees, remaining in Syria.

We have perhaps more accurate estimates on the cost of the spillover into Lebanon. Even though there is little fighting there, the conflict in Syria is estimated to have cost that little country about $7.5 billion and doubled unemployment to 20 percent. About 1 million Lebanese were already judged by the World Bank as “poor,” and an additional 170,000 are now thought to have been pushed into poverty. The Syrian refugee population in the country has reached at least 1 million, making Syrians now almost a third of the total Lebanese population.

In Jordan, the story is similar. Half a million refugees are camped out there. One refugee encampment in the country houses over 100,000 people and has become Jordan’s fifth-largest city. Nearly as many have fled to Turkey. Tens of thousands more, mainly Kurds, have fled the genocidal attacks of the Syrian rebels and gone to Iraq.

Before the war in Syria began, Syria was itself a refuge for others. As a result of Israeli occupation of formerly Palestinian lands, half a million Palestinians took refuge in Syria. They were followed by more than 100,000 Lebanese who fled the war between Israel and Lebanon. Upwards of 2 million Iraqis fled during the American attack and occupation of their country and about 1 million of them, roughly half of them Christians, went to Syria. As the war in Syria has grown bloodier with massacres and summary executions of Christians and Shia Muslims by Islamic fundamentalists, all but about 200,000 have returned to Iraq. These refugees have been a major drain on the government’s resources.

Tragic as these numbers are—the worst for nearly a century—factored into them is that Syria has lost the most precious assets of poor countries: most of the doctors and other professionals who had been painstakingly and expensively educated during the last century. However reprehensible the Syrian government may be in terms of democracy, it has not only given refugees and minorities protection but also maintained the part of Syria that it controls as a secular and religiously ecumenical state.

The Potential Results of the Syrian War

Even more “costly” are the psychological traumas: a whole generation of Syrians have been subjected to either or both the loss of their homes and their trust in fellow human beings. Others will eventually suffer from the memory of what they, themselves, have done during the fighting. Comparisons are trivial and probably meaningless, but what has been enacted—is being enacted—in Syria resembles the horror of the Japanese butchery of Nanjing in World War II and the massacres in the 1994 Hutu-Tutsi conflict in Rwanda.

In short, millions of lives have been wrenched out from under the thin veneer of civilization to which we all cling and have been thrown into the bestiality that the great observer of the brutal English civil war of his time, Thomas Hobbes, memorably described as the “state of nature.” That is, unending war, where “every man [is] against every man.” Then the life of all will be “poore, nasty, brutish and short.” How the victims and the perpetrators can be returned to a “normal life” will be the lingering but urgent question of coming generations in Syria and elsewhere.

Elsewhere, one in four or five people in the world today are Muslim: roughly 1.4 billion men, women, and children. That whole portion of the world’s population has its eyes on Syria. What happens there is likely to have a ripple effect across Asia and Africa. Thus, even though it is a small and poor country, Syria is in a sense a focal point of world affairs.

Let us consider what might happen within Syria.

First, the war might continue. It is now at a stalemate and outside powers may continue to keep it that way. As we have seen, they have been the major supporters of the rebels. With or without their help, will the war die down of its own accord? That is, will it run out of fighters and victims? Even at the current horrific rate, that seems unlikely. Will the survivors give up? I think not. Foreign fighters stream in even as refugees pour out. And as we have seen elsewhere, wars can run on “lean.” What’s more, the rebels are driven by a burning faith. So, absent successful negotiations, which the rebels have announced they will not accept, I can see no end.

Second, if the Syrian government continues or even prevails, there is no assurance that, without outside help and an end to foreign aid to the rebels, it will be able to suppress the insurgency. We see clear evidence to the contrary in the experiences of Afghanistan, Iraq, and Libya. Guerrillas can hang on for years as they exhaust their opponents. They need little on which to survive.

Third, if the current stalemate continues, Syria will remain effectively “balkanized”—that is, split into pieces, as it was when the French invaded the country in 1920. Today, and perhaps into the future, something like two-thirds of the country, including its only major earner, the oil and gas industry, is likely to remain in rebel hands or at least not under the control of the central (Damascus-based) government. More significantly, rebel-held area will almost certainly be constituted as a fundamentalist Islamic society—what the insurgents already call a caliphate—perhaps in alliance with the northwestern portions of Iraq. Ideologically driven and believing itself to be under siege, which it almost certainly will be, the caliphate will seek to defend itself with the “weapon of the weak”: terrorism. Those who will become its citizens are already using a modified version of terrorism domestically and will be forced, since they will have no other major weapons, to use the tactic against those who will seek to regime-change them.

What this caliphate or “Islamistan” will have to do to stay alive will also drive it—and its victims —into confrontation with its neighbors and with outside powers. Even if fighting dies down, “lasting and bitter war,” like the wars in Iraq and Afghanistan—regardless of what American and European politicians say or even hope—will necessarily involve “boots on the ground.” That is, it will be fought with guerrilla and terrorist tactics on the rebel side against the now-typical counterinsurgency methods on the other side. And, as we have seen, wars like Iraq have nearly bankrupted the United States. Unlike the Iraq and Afghan wars, the Syrian conflict will also have a “blowback” effect on the countries from which the Muslim fundamentalist insurgents come. It is in recognition of this fact that Russian President Vladimir Putin decided to intervene in the Syrian war.

A relatively minor aspect to consider in such a sequel of events is the effect on the Kurds and their relationships with Turkey, Iraq, and Iran. As they have begun to do, the Muslim fundamentalists in Syria will seek to “ethnically cleanse” the Kurdish areas, driving the inhabitants into Turkey or Iraq. Those two states are not receptive to additional Kurdish citizens and will, almost certainly, continue, as they are doing today, trying to stop the flow of refugees. Border clashes are predictable, and these could lead to either or both international conflicts and heightened domestic tensions. In fact, we can already see the beginnings of such problems in recent clashes between the Turkish government and Syrian insurgents.

Similarly, tensions will increase on the Lebanese, Jordanian, and Israeli frontiers and domestically in each state. The fundamentalists are bitterly hostile to the governments of Lebanon and Jordan, which they regard as Western proxies, and to Israel, which they see as a colonial power. Lebanon and Jordan are already precariously balanced, and Israel, opportunistically, will likely use the new situation to advance its already underway policy of driving the Palestinians off the West Bank. Thus, at the very minimum, the turmoil in the Middle East will be heightened.

Goodbye Harpoon: LRASM For Ships

This adds to the previous articles I posted a few days ago regarding air-launched LRASM tests.  Vertically-launched LRASM will have a longer range, a warhead at least as big, and be better able to penetrate anti-ship missile defenses as USN’s current principal anti-ship missile, the AGM-84 Harpoon.


Lockheed Martin Launches First LRASM Boosted Test Vehicle From MK 41 Vertical Launch System

Lockheed Martin has launched the first Long Range Anti-Ship Missile (LRASM) Boosted Test Vehicle (BTV) from a MK 41 Vertical Launch System (VLS) canister at White Sands Missile Range, N.M.

During the company-funded test, the MK41 VLS successfully launched the LRASM BTV. The BTV, which includes the proven Vertical Launch Anti-Submarine Rocket (VL/ASROC) Mk-114 rocket motor, ignited successfully, penetrated and exited through the canister cover and performed a guided flight profile similar to a tactical configuration.

The flight test was part of an ongoing Lockheed Martin-funded Offensive Anti-Surface Weapon effort, independent of the Defense Advanced Research Project Agency (DARPA) LRASM program, focused on shipboard integration of LRASM’s surface launched variant.

Building on the recent push-through testing which proved the missile’s ability to break through the canister cover with no damage to the missile, the BTV launch is also an important risk reduction milestone critical to demonstrating LRASM’s surface launch capability.

LRASM is an autonomous, precision-guided anti-ship standoff missile leveraging the successful Joint Air-to-Surface Standoff Missile Extended Range (JASSM-ER) heritage, and is designed to meet the needs of U.S. Navy and Air Force warfighters.

“This successful flight test reduces the risk of LRASM and VLS integration,” said Scott Callaway, LRASM surface launch program manager at Lockheed Martin Missiles and Fire Control. “The test also validates the Mk-114 rocket motor’s capability to launch LRASM and the missile’s ability to cleanly exit the canister without damaging the missile coatings or composite structure.”

The BTV flight was the first time a Mk-114 rocket motor was used to launch LRASM. The Mk-114 rocket motor is currently deployed as the rocket motor for the VL/ASROC, so this flight test verified that the Mk-114’s robust design can be used for heavy payloads with minimal software changes to the Digital Autopilot Controller.

Armed with a proven penetrator and blast-fragmentation warhead, LRASM cruises autonomously, day or night, in all weather conditions. The missile employs a multi-modal sensor, weapon data link and an enhanced digital anti-jam Global Positioning System to detect and destroy specific targets within a group of ships.

LRASM is in development with DARPA and the Office of Naval Research. Lockheed Martin’s offering has both surface launched and air launched variants to prosecute sea-based targets at significant standoff ranges.

Deathknell of the PLAN

This is just the latest in the wonderful web that is the system of systems that will work together to dominate the sea war against China if we do actually come to the aid of Taiwan, Japan, the Philippines, etc.–from ISR to delivery systems to the weapons themselves.  In particular, the long range of this weapon coupled with some amount of LO treatment will allow target engagement outside of HHQ-9 range, PLAN’s longest-ranged SAM, and in combination with TTPs developed for its use should enable initially disabling PLANs Type 052C and Type 052D destroyers.  These form PLAN’s outer ring of air defense, and once they are disabled, further attacks can be prosecuted from relatively close range using other, more numerous and cheaper, weapon systems.

Lockheed Martin Completes First LRASM Air-Launch Flight Test

Lockheed Martin recently completed a successful first flight test of the Long Range Anti-Ship Missile (LRASM) in support of the Defense Advanced Research Projects Agency (DARPA) and the Office of Naval Research (ONR) program.

In the test over the Sea Range at Point Mugu, Calif., a U.S. Air Force B-1B from the 337th Test and Evaluation Squadron at Dyess Air Force Base, Texas, released the LRASM. The missile navigated through all planned waypoints, transitioned to autonomous guidance and flew toward the maritime target using inputs from the onboard multimodal sensor. The missile then descended to low altitude for final approach to the target area, positively identified and impacted the target.

“This is a monumental accomplishment for the LRASM program and paves the way for subsequent missile launches,” said Mike Fleming, LRASM air launch program manager at Lockheed Martin Missiles and Fire Control. “The multi-service and industry team was well-coordinated and operated seamlessly in the execution of this very important test.”

LRASM is an autonomous, precision-guided anti-ship standoff missile leveraging the successful Joint Air-to-Surface Standoff Missile Extended Range (JASSM-ER) heritage, and is designed to meet the needs of U.S. Navy and Air Force warfighters in a robust anti-access/area-denial threat environment.

JASSM-ER, which recently completed its operational test program, provides a significant number of parts and assembly-process synergies with LRASM, which results in cost savings for the U.S. Navy and Air Force (air- and surface-launched) Offensive Anti-Surface Warfare programs.

After a competition in 2009, Lockheed Martin’s LRASM was selected to demonstrate air- and surface-launched capability to defeat emerging sea-based threats at significant standoff ranges.

Armed with a proven 1,000-pound penetrator and blast-fragmentation warhead, LRASM employs a multi-mode sensor, weapon data link and an enhanced digital anti-jam global positioning system to detect and destroy specific targets within a group of ships.


Anti-Ship Missile Prototype Conducts First Solo Test Flight

Adversaries’ sophisticated air defense systems can make it difficult for current air- and surface-launched anti-ship missiles to hit their targets at long range. To engage specific enemy warships from beyond the reach of counter-fire systems, warfighters may require launching multiple missiles or employing overhead targeting assets such as radar-equipped planes or Global Positioning System (GPS) satellites-resources that may not always be available.

To help address these challenges, the Defense Advanced Research Projects Agency (DARPA) and the Office of Naval Research (ONR) are collaborating on the Long Range Anti-Ship Missile (LRASM) program, which successfully launched its first prototype on August 27.

Designed for both surface and air launch, LRASM seeks to develop an autonomous, precision-guided anti-ship standoff missile based on the successful Joint Air to Surface Standoff Missile Extended Range (JASSM-ER) system.

LRASM aims to incorporate sensors and systems to create a stealthy and survivable subsonic cruise missile with reduced dependence on intelligence, surveillance and reconnaissance (ISR) platforms, network links and GPS navigation in electronic warfare environments. The program also focuses on precision lethality in the face of advanced countermeasures.

“This fully functional test is a significant step in providing the U.S. Navy and U.S. Air Force with a next-generation anti-ship missile capability,” said Artie Mabbett, DARPA program manager for LRASM.

“This test is the culmination of the five-year development and integration of advanced sensors in an All-Up-Round (AUR) missile. It also represents the first time we’ve integrated advanced sensors and demonstrated the entire system, resulting in performance that substantially exceeds our current capabilities.”

DARPA designed the free-flight transition test (FFTT) demonstration to verify the missile’s flight characteristics and assess subsystem and sensor performance. Beyond the primary objectives of the free-flight transition, the test vehicle also detected, engaged and hit an unmanned 260-foot Mobile Ship Target (MST) with an inert warhead.

A B-1 bomber from the 337th Test and Evaluation Squadron conducted the mission from Dyess AFB, Tex., to the Point Mugu Sea Test Range off the coast of southern California. Once in position, the B-1 released the LRASM, which followed a pre-planned route towards the target.

Approximately halfway to its destination, the weapon switched to autonomous guidance, in which it autonomously detected the moving MST and guided itself to hit the desired location on the target. A F/A-18 fighter from the Air Test and Evaluation Squadron (VX) 31 in China Lake, Calif., followed the weapon during the flight.

Lockheed Martin Missiles and Fire Control (LMMFC) is the prime contractor for the demonstration of the LRASM weapon. BAE Systems’ Information and Electronic Systems Integration division is the prime contractor for the design and delivery of LRASM’s onboard sensor systems.

Nearly half Syria’s rebels are jihadists, report says

Nearly half the rebels fighting to topple the Iranian-backed Syrian regime of President Bashar Assad are either diehard al-Qaida jihadists or hardline Islamists primarily focused on setting up a strict Islamic state, a report by the defense consultancy IHS Jane’s says.

The London-based global defense consultancy said about 10,000 of the estimated 100,000 insurgent fighters are linked to al-Qaida, mainly Iraqis but with large numbers of foreigners, and 30,000 to 35,000 belonging to “powerful factions” that are fighting for an Islamic state within a larger Middle East caliphate stretching from the Atlantic to the Indian Ocean.

In addition, the study, reported on by the British newspaper The Daily Telegraph Monday and slated for release later this week, says here are “at least a further 30,000 moderates belonging to groups that have an Islamic character.”

That would leave only 25,000-30,000 fighters with more secular, nationalist groups, or a scant 25-30 percent of the rebel force that could be considered friendly to the West.

IHS Jane’s said the study was based on “intelligence estimates and interviews with activists and militants.”

The Telegraph added the report “accords with the view of Western diplomats who estimate that less than one-third of the opposition forces are ‘palatable’ to Britain while American envoys put the figure even lower.”

If the numbers are anywhere near accurate, and there seems little reason to question the report’s conclusions, it’s bad news for the U.S. administration of President Barack Obama, which wants to see a Western-oriented government in Damascus to block Iran’s drive to extend its dominion to the eastern Mediterranean and Israel’s backyard.

But then the prospect of having Sunni Muslim zealots controlling Syria, Shiite Iran’s strategic gateway to the Levant, isn’t good news for Tehran either.

That could lend weight to reports Iran’s Revolutionary Guards, particularly its elite Al-Quds Force, is currently engaged in beefing up its military support for Assad’s beleaguered regime with significant numbers of Shiite militiamen from Iraq, Syria’s eastern neighbor and Iran’s vital land corridor to Syria.

It could also help explain how Assad has succeeded in regaining the upper hand in his 2 1/2-year-old war with his opponents in the last six months, and in backing down on surrendering his chemical weapons, although key ally Russia would seem to have been the primary influence on that score.

The Jane’s report indirectly underlines the consequences of the U.S. reluctance to support the so-called moderate rebel groups with large-scale arms shipments, including advanced systems like anti-aircraft missiles which the desperately need to counter Assad’s air force, one of his key military assets.

This because the West, particularly the United States, fears these weapons would end up with the Sunni jihadists who’d use them at some point against their donors.

Charles Lister, head of Jane’s terrorism center and the report’s author, observed: “The insurgency is now dominated by groups which have at least an Islamist viewpoint on the conflict.

“The idea that it is mostly secular groups leading the opposition is not just borne out.”

This conclusion cannot be news to U.S. intelligence services or their European and Arab counterparts, and is not going to change just because Assad is prepared, presumably with Russian and Iranian pledges of support, to surrender his considerable chemical weapons arsenal to the United Nations in return for not being hit by U.S. military strikes for gassing his own people in August.

Even if the Americans don’t step up arms supplies and training for the non-Islamist rebels, it’s likely that Saudi Arabia, leader of the Sunni world and locked in a widening conflict with Shiite Iran, will.

Riyadh’s track record of covert operations supporting the war against the Soviets in Afghanistan (1979-89) and the recent escalation in its arms shipments to the so-called moderate rebels in Syria — who now seem to spend as much time fighting the Islamists as they do the regime — would indicate that this is so.

Jane’s says that the main jihadist groups, the al-Nusra Front and the Islamic State of Iraq and the Levant, now dominate the battlefield and control income-generating resources in northern Syria, including oil, natural gas and grain.

“If the West looks as though it is not interested in removing Assad, moderate Islamists are also likely to be pushed further toward extremists,” Lister warned.
